Budget & Fiscal Accountability

Definition

Apply fiscal management knowledge, principles and practices to obtain, utilize, manage financial resources in the workplace to meet program, project or business requirements.  Involves maintaining available resources, making resource decisions based on need and availability, and developing and implementing strategies to make rational and well thought-out decisions related to organizational resources.  Includes the ability to provide guidance, formulate a budget plan, defend a budget plan, assess budget performance, advocate budget and alternative scenarios and execute a budget plan.  Requires knowledge of policies and practices related to Federal, State, Agency and Installation accounting, and internal business information systems.  Responsibly and accurately handle the public's money when processing financial transactions and/or committing fiscal resources. Consistently follow applicable fiscal guidelines, regulations, principles and standards.

  • Understands the relationship of the budget and resources to the strategic plan

  • Monitors expenditures and resources to ensure spending is within allotments, or makes appropriate modifications

  • Complies with administrative controls over funds, contracts, and procurements, to preclude fraud or mismanagement of government resources

  • Monitors and verifies ongoing cost effectiveness

  • Act with care and attention when handling cash, including checks and other forms of currency.

  • Actively look for the authenticity of the money, recognizing when it is suspect, and take appropriate action to confirm its value prior to completing any transactions

  • Effectively safeguard fiscal resources, and consistently adhere to all internal control procedures designed to prevent and detect theft or misuse of funds. Remain alert to potential breaches of financial security/control procedures and immediately report incidents and problems. Actively seek ways to improve internal controls

  • Employ precision and attention to detail when entering or calculating fiscal data, noticing errors and/or minor differences in values that may be easy to overlook. Recognize when results of calculations look wrong, and understand how to correct errors.

  • Consistently produce work within precise limits or standards of accuracy

  • Keep up-to-date on changes to fiscal procedures, principles, standards, rates, etc. Ensure all financial data is properly calculated and reported

  • Responsibly allocate and account for use of fiscal resources, evaluating alternatives and weighing their benefits

  • Research or recognize market value of goods and services to ensure efficient and reasonable expenditure of resources
