Due to persistent turnover rates and an aging workforce, the State of Wyoming faces new challenges as never before. Our recent strategic planning efforts make it clear that as we look towards the future we will need to ensure that "the right people are in the right place at the right time." Making our vision a reality will require a special kind of workforce -- a workforce willing to engage in new activities, work across organizations, employ new skills, actively participate in change and move through a variety of career paths. Many requirements must be satisfied if we are to participate in a fiercely competitive and dynamic environment. One key requirement is that replacements must be available to assume critically important positions as they become vacant. Workforce planning, like a relay race, has to do with passing on responsibility… drop the baton and you lose the race.
